Council Meeting Attendance Guidelines

The City Council meeting on VIA Video Conferencing using Zoom Optional for Elected Officials

The Chief Administrative Officer and the Chief Legal Counsel for the City of Waite Park have deemed an ongoing health pandemic and peacetime emergency by the office of the Governor of Minnesota, that warrants allowing members to choose to attend the meeting by electronic means as a precaution to ensure the health and safety of the other regular attendees of City Council meetings as well as members of the public who might choose to attend the meeting.  Members can choose to join the meeting via a Zoom conference or in person.  The City Council will adhere to the processes required under State Law:
     1.  We will ensure that all members of the meeting body, wherever their physical location, can hear one another and can hear all discussion;

     2.  We will ensure that all members of the public present at the regular meeting location of the body can hear all discussion of the members of the boys; and

     3.  At least one member of the body, chief legal counsel, or chief administrative officer or designee will be physically present at the meeting location.

Police Officer Interviews

Staff has completed interviews on the police officer candidates.  There were a total of 34 applicants that applied and 27 of them were interviewed by staff and the Civil Service Board.  Of those 27, there are 5 that are being recommended for consideration by the City Council.  Those 5 candidates will be present for an interview with the City Council.  Each interview will be 15 minutes starting at 4:15 PM and concluding at 5:30 PM.  Councilmembers have the opportunity to come prior to 4:15 PM to review the candidate applications.  Applications will be made available at the work session.

2nd Avenue South Traffic Study Review

As council is aware, staff has been fielding complaints regarding traffic on 2nd Avenue South. SEH transportation engineers, public works, and the police department have met to review and discuss the concerns with traffic speeds on 2nd Avenue South. SEH has worked up several options that could be incorporated individually or could be considered in conjunction.

  1. Updating crosswalks, including ADA improvements
  2. Restripe the roadway with narrower lanes and buffers to the on-road bike lanes
  3. Adding raised center medians where there are not left turns.
  4. Center medians throughout, which would eliminate left turn lanes, but would provide for a narrower feel as well as to provide pedestrian refuges.
  5. Parkway Design with landscaped center islands that would include left turn lanes, removing the on-road bike lanes and replace them with an off-road trail on the west side.

Staff would like to discuss these potential solutions that could be included / implemented with the upcoming overlay project that is planned for 2023 in our current CIP.

The Ledge AMP Update

City staff would like to take the opportunity to update the City Council on the Ledge AMP.  The Ledge will be officially opening at full capacity in mid-July and the staff would like to discuss this in more detail with the City Council.
